Alhaji Usman Baba Abubakar was born on 15^th April, 1966 in Gadam Ward, Kwami Local Government of Gombe State. He started his early education in 1974 – 1980 at Gadam Primary School; where he proceeded to Government Day Secondary School, Malam Sidi in 1980 to 1985. In 1987 – 1988, Alhaji Usman joined Social Development Institute, Kumo and secured a Social welfare Certificate; and enrolled in College of Administration and Business Studies Potiskum in 1991 – 1993. In 2001 Alhaji Usman secured admission with University of Abuja and graduated with a B.Sc. in Sociology in 2004.

His first appointment was on 1^st April, 1989 as a Social Welfare Assistant in Gombe Local Government.  He was then promoted to the rank of Principal Social Welfare Officer. He rose to the rank of Principal Administrative Officer under the General Administrative Department Office of the Head of Service. He was then appointed Director Cabinet Secretariat, Office of the Secretary to the State Government, Government House, Gombe.
